Senior Project Manager
Ms. Larsen has a Bachelor of Science degree in Agricultural Sciences from the University of British Columbia, specializing in Soil Science and Remote Sensing. Loris environmental project management experience, combined with knowledge of government processes and regulations, allowed her to sit the Approved Professional examination for the BC Ministry of Environment achieving her Approved Professional Roster status. This ensures a much higher level of quality and allows for more efficient in-house processing of BC Ministry of Environment (BC MOE) Instruments such as Certificates of Compliance, Determinations and Approvals in Principles.
Ms. Larsen has been employed as an environmental professional for over eighteen years, most recently with Keystone Environmental and previously with other consulting companies. She has been the senior project manager for junior staff conducting Stage 1 & 2 Preliminary Site Investigations (PSIs) and Detailed Site Investigations (DSIs) and has prepared and executed soil and groundwater remediation plans. Her investigative experience has included field supervision (during test pitting, borehole drilling/monitoring well installation, completion of soil vapour surveys, and underground storage tank removals), soil lithography, the collection and selection of soil and groundwater samples for laboratory analysis, slug testing, and the interpretation of data and analytical results.
At Keystone Environmental Ltd. Ms. Larsen manages site investigations and remedial activities, coordinates monitoring projects, develops sampling and closure plans, and provides Approved Professional reviews for BC MOE instruments. In this capacity Ms. Larsen is required to work with field personnel to determine the relative significance of potential site contamination issues, develop site specific investigative programs, coordinate underground storage tank removals, remediation projects and risk assessments, and review reports which document site activities.
Ms. Larsen is familiar with the legislative regulations and acts in British Columbia such as the Environmental Management Act, Contaminated Sites Regulation, Hazardous Waste Regulation as well as the Federal Regulations including Canadian Environmental Protection Act and the associated CCME Environmental Quality Guidelines.

Previous environmental reports on a property needed to be updated to bring them into compliance with the current BC vapour regulation and to meet submission standards for a Certificate of Compliance. Ms. Larsen set up the work plan and budget. The review of the reports by Ms. Larsen indicated that there had been previous application of an incorrect water standard and lack of confirmation sampling during a previous remediation. Ms. Larsen was able to propose a new approach to obtaining a Certificate of Compliance that reduced the clients costs dramatically by combining three separate applications into one. Ms. Larsen is coordinating the program and will be the Approved Professional making the recommendation to the MOE for the ministry instrument.

Managed a large property investigation which required secondary evaluation of the Site after contamination was identified in an area where was no indication from the historic review and interviews that contamination should be present. Ms. Larsen ensured that there was proper investigation coverage of the uncovered contamination and also highlighted the need for evaluation of sediments of a nearby stream to determine if any impacted sediment within the stream had originated from the Site. Ms. Larsen coordinated the remediation of the impacted soils and groundwater using a remediation contractor hired by the client and then had the Sites risk evaluated for human health and the environment. Ms. Larsen had to overcome employee turn over, three changes of property ownership, coordination with the Ministry of Transportation for remediation of off-Site areas, compilation of reports that summarized this complex site, and liaison with the BC MOE regarding issuance Certificate of Compliance.

Ms. Larsen developed the workplan, budgets and schedule to conduct a review of a property that had a previous Certificate of Compliance issued but for a more restricted land use. Ms. Larsen coordinated the staff and budget and was able to bring the existing documentation up to date including addressing the recently introduced soil vapour requirements. Ms. Larsen then was able to successfully make a recommendation as an Approved Professional that the land should receive a Certificate of Compliance

Ms. Larsen coordinated the review, completion of six individual PSI 1s and associated PSI 2s for a six individual lots that would eventually form a property swap with the City of Vancouver. Timing for the completion of the work tricky as property access and staffing were limited. Ms. Larsen coordinated the budgets, staff, contractors and reporting. Remediation was effected on one lot and the work was completed on time and budget.

PSI 1 & 2 LeHigh Northwest Cement Ltd.
Richmond, BC
A very large (30.5 ha) former land fill owned by the Fraser Port Corporation was being leased out and a client wished to ascertain a baseline assessment of the Site to ensure that their liabilities were minimized. Ms. Larsen worked out an approach to the PSI 2 investigation that could be repeated in 25 years time so that the evaluation of the Site could occur. She was able to present to the client the sliding scale of risk versus sample density and then was successfully able to manage the staff and budget to a successful conclusion.

BC Rail Properties Land Investigation prior to Subdivision and Sale

Managed a project that included completing a Stage 1-2 PSI, DSI and making recommendations for Determinations on lots within a large (27 Ha) property with 15 separate occupants. Preparation of work plans, staff selection, program management, budget management and ensuring time deadlines were met were the day to day duties. Specific challenges successfully addressed included:
Mobilization to a small northern BC community
Communication with all occupants to ensure interviews, drilling and subsequent water sampling could be conducted during the field work windows
Ensuring sample transport back to laboratory remained within allowable holding times
Getting supplies and contractors co-ordinated over large distances
Supporting field staff who were working in adverse conditions like extreme cold, snow, icy conditions, high winds, driving rains
Evaluating new drilling technologies to overcome physical drilling challenges
Liaison with third parties such as CN & CPR to schedule work access
Successfully reviewing and making recommendation for Determinations for selected Lots

A number of remote forestry site were to be evaluated for potential liabilities. Since access to these areas was limited to barge and air access Ms. Larsen had to coordinate the movement of staff, ensure that sufficient equipment and supplies were present and coordinate third party contractors. Obstacles surmounted included the no show of third party contractors, coordination of forestry personnel schedules with available delivery times for investigation gear and reporting on a tight time schedule.

A large redevelopment of a downtown parcel of land had to undergo remediation for historical metals contamination and receive a Certificate of Compliance prior to proceeding with development. Ms. Larsen prepared the budget for the work, set the timelines, managed staff, , oversaw the reporting and then reviewed the work as an Approved Professional to make a successful recommendation that a Certificate of Compliance be granted. Work highlights including working to a very tight budget, successful coordination of the client and the third party contractor to ensure smooth operation of remediation activities all remedial parties

Responsible for developing work strategy to fully investigate and remediate a former highways maintenance facility. Contaminants ranged from salt to petroleum hydrocarbons. Her responsibilities included:
preparing and assigning staff to implement remediation plans;
planning and implementing a detailed hydrogeologic study of a deeper aquifer on the Site
coordinating a Human Health and Ecological Risk Assessment;
applying to the MOE for Certificate of Compliance and successfully championing alternate solutions to address BC MOE concerns;
liaising with client and monitoring budgets: and
planning and implementing the well decommissioning on the Site.

A previous PSI 1-2 had been completed for a former paint and chemical manufacturing site in Richmond that was to be redeveloped into a residential property. Ms. Larsen was responsible for the final delineation of the contamination, presenting remedial options to the client and implementing the successful option. Recognition of the lack of a hydraulic gradient in the area allowed a Certificate of Compliance to be awarded using a No Water Use standard. Ms. Larsen was responsible for the co-ordination and timing of staff, work plan and budget preparation, supervision and direction of field staff, data interpretation and reporting. .
