Ag/BioGathering Lecture Series #1
The Role of the Independent Environmental Monitor (IEM) in BC's Regulatory Process, presented by Cathy Mackay
This presentation explores the regulatory framework in British Columbia, focusing on the role of the Independent Environmental Monitor (IEM) in environmental compliance. The IEM, funded by the project proponent but accountable to permit and regulatory conditions, provides independent oversight and reports directly to regulators. Drawing from our experience on major projects such as Site C and several mines, I will highlight how this role benefits various stakeholders and rights holders.
For proponents, the IEM helps ensure compliance and build trust; for governments, it offers independent oversight; for First Nations, it provides transparency and assurance; for professionals, it delivers credible data; and for the public, it ensures high environmental standards are upheld. This presentation will demonstrate how the IEM fosters responsible and balanced resource development.
